Yesterday, guidance was provided from Governor Greg Abbott and Texas Attorney General Ken Paxton related to churches and houses of worship. Churches still need to abide by CDC guidelines advising ten or less gathering and maintaining a social distance of 6 feet or more. Governor Abbott’s Executive Order 08 is still in effect stating “In accordance with the Guidelines from the President and the CDC, every person in Texas shall avoid social gatherings in groups of more than 10 people.”

Governor’s Working Group To Expand COVID-19 Testing Capacity Will Meet for First Time Today

LITTLE ROCK – Governor Asa Hutchinson has created the Governor’s COVID-19 Testing Working Group to make recommendations to expand the capacity and performance of COVID-19 testing in the state, the Governor announced at a news conference today. The working group will meet virtually for the first time at 3 p.m. today.

“Arkansas’s ability to conduct adequate diagnostic and surveillance testing will affect the state’s public-health strategy and economic-recovery efforts after Arkansas reaches its peak number of COVID-19 cases,” Governor Hutchinson said. “As we prepare to shift Arkansas’s economy out of low gear, it is important for us to have more comprehensive information about the spread of COVID-19 in the state.”

The working group will include senior representatives of the Arkansas Department of Health (ADH), the University of Arkansas for Medical Sciences (UAMS), Baptist Health of Arkansas, and Arkansas Children’s. These leaders will examine the state’s supply of testing equipment and make recommendations to maintain adequate testing capabilities and conduct surveillance testing across the state.

Many calls have been coming in to the EOC seeking clarification regarding the Governor’s statements over the weekend in regards to “opening Texas back up”, and while officials and authorities in Texarkana are anxious to do that, it is important to remain cautious at this time. Governor Greg Abbott issued Executive Orders today closing private and public Texas schools for the
remainder of the year. His orders also laid out plans to reopen state parks next week, addressed allowing to-
go retail shopping beginning next Friday, and lifted some restrictions for doctors, nurses, and healthcare
workers to go back to work.

Miller County Emergency Operations Center, Wednesday April 15th: Miller County has 29 confirmed cases of Covid-19.

Recent Screening Update; There have been two public screenings conducted in Miller County, one by the Lansdell Clinic, Monday April 6th, and one by UAMS, Thursday April 9th, with 233 combined number of tests resulting in only 6 positives. These numbers include Miller, Bowie and Lafayette Counties.

The Lansdell Clinic is currently making plans for another public screening in the near future. More information to come.

m Miller County Juvenile Detention Center (JDC); Currently 2 JDC employees have tested positive for the COVID-19 virus. As you will recall, early in the pandemic we suspended visitation at the JDC, limiting the juveniles to facetime only, as well as taking the temperatures of everyone entering the facility and disinfecting the center several times a day. These necessary precautions were implemented for the juvenile’s protection as well as the staffs.

Ten days ago, we received notice of the first positive result within the JDC. Dr Matt Young was notified and at his recommendation we started taking temperatures of the staff and juveniles twice a day. At this time there has been no further spread of the virus at the JDC. It should also be noted there has been no further spread of the virus at the Miller County Courthouse.

Storm Season is Upon Us; With recent severe storms in our area over the weekend, there are guidelines given by the Arkansas Department of Health that addresses the continued need to practice social distancing during extreme weather that requires the public to go to a storm shelter. All persons should be screened prior to entering the approved community storm shelter.

From the Office of Texas Governor Greg Abbott, Wednesday April 15th: Governor Greg Abbott today announced that his Public Safety Office (PSO) will provide $38 million in federal funds to local units of government in Texas. These funds come from the Coronavirus Emergency Supplemental Funding Program authorized by the federal Emergency Appropriations for Coronavirus Health Response and Agency Operations Act.

Jurisdictions may use this funding to prevent, prepare for, and respond to the coronavirus. Allowable projects and purchases include, but are not limited to, overtime, equipment, supplies, training, travel expenses, and addressing the medical needs of inmates in local and tribal jails and detention centers.

“These funds will help our local governments respond to COVID-19 and provide the resources that our communities need,” said Governor Abbott. “I am grateful to our federal partners for making this crucial financial support available to the state of Texas.”

Examples of allowable costs include:

• Personnel Overtime (Peace Officer, Jailer, Correctional Officer, Medical, and other Essential Staff)
• Personal Protective Equipment (PPE)
• Supplies (i.e. gloves, masks, sanitizer, disinfectant)
• Temporary Staff
• Medical care for inmates that have tested positive for COVID-19
• Any other costs associated with the implementation of the Centers for Disease Control and Prevention (CDC) COVID-19 Guidance documents, specifically:
  • Interim Guidance on Management of Coronavirus Disease 2019 (COVID-19) in Correctional and Detention Facilities
  • What Law Enforcement Personnel Need to Know about Coronavirus Disease 2019 (COVID-19)
  • Interim Guidance for Emergency Medical Services (EMS) Systems and 911 Public Safety Answering Points (PSAPs) for COVID-19 in the United States
  • Interim Guidance for Businesses and Employers to Plan and Respond to Coronavirus Disease 2019 (COVID-19)

Interested jurisdictions may access the Public Safety Office’s eGrants grant management website to register and apply for funding.

From Texas Governor Greg Abbott, Monday April 13th:  Governor Greg Abbott today announced that Goldman Sachs and the LiftFund, along with other community development financial institutions (CDFIs), are partnering to provide $50 million in loans to small businesses in Texas that have been affected by COVID-19 as part of the Goldman Sachs 10,000 Small Businesses program. These loans, made through the U.S. Small Business Administration’s (SBA) Paycheck Protection Program (PPP), will primarily be used for payroll so that employees can continue to receive paychecks and small businesses can retain their employees and will be partially or wholly forgiven. From the Officer of Texas Governor Greg Abbott Thursday April 9th: Governor Greg Abbott has temporarily waived a series of regulations to lift certain telehealth restrictions and expand telehealth options as Texas responds to COVID-19. These waivers will allow a smart phone or any audio-visual, real-time, or two-way interactive communication system to qualify as a telecommunications technology that can be used to provide certain telehealth services. These waivers apply to speech-language pathologists and audiologists, behavior analysts, hearing instrument fitters and dispensers, and dyslexia therapists and practitioners.

“As the State of Texas works to limit the spread of COVID-19, we also want to make sure that Texans have access to the health services they rely on,” said Governor Abbott. “By temporarily waiving these regulations and expanding telehealth options, more Texans will be able to access the care they need while still following social distancing practices.”

The Bowie County Joint Operations center announced five deaths among thirty-five confirmed cases of Covid-19 in the Bowie County.

Due to medical privacy issues, no names or city of residence was given by officials at today’s meeting. Also a 72 year old inmate in the Barry Telford Unit passed away according to the Texas Department of Criminal Justice.

One EMT is Bowie County has contracted the virus and is being treated according to Bowie County Emergency Managment Coordinator Eric Schlotter.

Five people who contracted the virus in Bowie County have completely recovered.

Cass County has five confirmed cases, two who have recovered.

Miller County has 16 confirmed cases. Of course we are all waiting on test results of over 250 people who were tested at the drive up testing which was held Monday at the Lansdell Family Clinic. Another drive-up Covid-19 testing will be held Thursday at the Trinity Baptist Church parking lot from 10am till 2pm.

Bowie County Judge Bobby Howell extended his Shelter-in-Place order. That after Texas Governor Greg Abbott extended his emergency declaration through the end of April.

Officials continue to ask citizens to limit their outings to essential activities to cut down on the transmission of the virus and continue social distancing.

Judge Howell recommended the use of face masks when out in public as another tool to cut back on the transmitting the virus. Officials say they believe the state of Texas may be about two weeks away from reaching its peak as far as Coronavirus cases are concerned.

Bowie County has received an allocation of PPE from the Strategic National Stockpile. A team will be deployed to pick up the allocation from a distribution center in Tyler and the PPE will be distributed to first responders and healthcare workers as needed locally.

A free community drive-thru evaluation clinic for COVID-19 will be conducted by the University of Arkansas for Medical Sciences (UAMS) from 10 a.m. – 2 p.m. Thursday, April 9 at Trinity Baptist Church, 3115 Trinity Blvd., Texarkana, Arkansas.

You do not have to be a UAMS patient to be seen. This evaluation clinic is for anyone experiencing flu-like symptoms, including cough, fever, shortness of breath. Not everyone who is sick needs to be tested.
UAMS physicians will evaluate you to see if you need to be tested. If you are not tested, you will be given instructions on how to take care of yourself and your family at home.

If you are tested, results take several days to come back and you will receive a phone call about your test results. If you feel well and don’t have any symptoms, continue to stay home, wash your hands regularly, and practice social distancing by staying at least six feet away from other people when in public places. An online screening tool is available at  the UAMS website.

From Miller County Operations Center Texarkana, Friday April 3rd: According to officials the count of confirmed cases of Coronavirus in Miller County is now at least eight. The number of cases was documented at a Press Conference that was held by the Emergency Operations Center. That number was seven, but Miller County Judge Cathy Hardin Harrison later explained that a later update increased that total to eight.

A Miller County Courthouse employees has tested positive for Covid-19. So, the Miller County Courthouse is now closed to public access. Business can be conducted by phone or online for the time being.

The Texarkana Arkansas City Hall remains open at this time, but citizens are encouraged to conduct business by phone and online as well.

There will be drive thru screening for the Covid-19 virus conducted Monday April 6th starting at 9am outside the Lansdell Family Clinic. The clinic is located in the 82 Plaza Shopping Center on Highway 82/East 9th Street.

Yesterday, Cass County Judge Becky Wilbanks signed a continuation of her Disaster declaration which orders Cass County residents to Shelter at Place of Residence. This order will take effect tonight at 11:59 p.m. and will continue through April 30, 2020, unless otherwise extended or terminated by further order of the County Judge.

A Shelter-in-Place order remains in effect for Bowie County Texas until 12 AM on April 13, 2020. Residents are URGED to stay home unless getting out is necessary.

The Texas Emergency Operations Center is seeking to answer frequently asked questions regarding the COVID-19 public health crisis. The public is invited to send an email to ttfd-oem@txkusa.org. Questions will be addressed by local experts and using trusted data.

Texarkana, Texas Mayor Bob Bruggeman signed issued Emergency Orders – March 31, 2020 which restate and reaffirm executive orders signed on March 25, 2020 related to COVID-19 (Coronavirus). This reaffirmation deals with the parts of the mayor’s previous orders that have not otherwise been addressed or superseded by subsequent county or state orders:

(1) The City’s mandatory curfew remains in effect from 10 o’clock p.m. to 6 o’clock a.m.
for all individuals in the City of Texarkana, Texas. Exceptions to the mandatory curfew
are travel to and from: work, a hospital, or pharmacy.

(2) The issuance of itinerant vendor permits shall continue to be suspended, and all
current itinerant vendor permits are revoked.

(3) The City Manager has authority to grant temporary provisions, in writing, to the
contract between the City of Texarkana, Texas, and Lifenet EMS.

These Emergency Orders are consistent with and arise from the “Declaration of Disaster
2020-001” issued March 18, 2020, by Mayor Bruggeman and continued by the City

Council of the City of Texarkana, Texas, by Ordinance No. 2020-035. The March 18
Mayoral Declaration and City Council ordinance remain in full force and effect until such
time that an Order of the City Council issues to terminate the Mayoral Declaration.

Issuance of these Emergency Orders result in there being no need to convene a Special
City Council Meeting noticed for Noon, April 1, 2020 as previously scheduled, and that
meeting has been cancelled. The Mayor and all council members had intended to attend
this special meeting, but the need for the meeting was reevaluated and determined to
be unnecessary in light of the expanded breadth and scope of the Bowie County
declaration issued March 27, 2020, and the state’s continued response to COVID-19.

From Joint Operations Center Texarkana Wednesday April 1st:

Texas Governor Greg Abbott has issued Executive Orders limiting social interactions for the state of Texas through April 30th and closing public schools until May 4th . Texans are expected to limit interactions while personal freedoms such as going to the grocery store, bank or gas stations are still allowed. Domestic travel is still allowed.

This order applies to all Texas residents and businesses. Businesses who are still open in Bowie County should refer back to the Governor’s Orders and determine their essential status. A list can be found here, 
and an exemption can be requested on the same page.

This order is to remain in place through April 30, 2020. Also, all Texas schools will be closed through May 4, 2020, and that date may be extended.

If this executive order is violated, the subject could be placed in quarantine.

Officials are treating presumptive cases as positive to be on the safe side.

From Joint Operations Center Friday March 27th:  Bowie County Judge Bobby Howell ordered a shelter in place for the county, and that, of course, includes Texarkana, Texas.

This after a few more positive cases of Covid-19 were confirmed in the county. 3 out of 75 tests have come back positive. Texarkana Arkansas and Miller County will not be going to shelter in place at this time, due to different guidelines for such action in the state of Arkansas. However, they are asking people to cut back on unnecessary activities and adhere to the curfew which is in effect from 10 pm to 6 am.

From Texas Governor Greg Abbott, Wednesday March 25th:

Governor Greg Abbott today announced that Texas has received a $16.2 million grant from the Department of Health and Human Services’ (HHS) Administration for Community Living (ACL) to help communities provide meals for older adults.

The grant was part of a $250 million dollar outlay authorized by the Families First Coronavirus Response Act, signed into law by President Trump on March 18, 2020. Originally created by the Older Americans Act (OAA) of 1965, these programs provide meals to more than 2.4 million older adults nationwide each year, both through home delivery and in places like community centers.

“This grant is especially timely given the disproportionately high toll that COVID-19 has been taking on seniors around the world,” said Governor Abbott. “As social distancing measures increasingly and appropriately limit people’s social mobility, it is imperative that alternate means for feeding our state’s elderly like Meals on Wheels receive additional resources to handle the growing need.”

Texas will receive its proportional grant, $16,205,796, second only to California ($25 million) and Florida ($18 million) this week for further distribution to local meal providers.

Why did the case counts reported by DSHS increase suddenly?
DSHS updated the method of reporting COVID-19 cases in Texas to provide the public with more timely information. The DSHS daily case count now includes all cases reported publicly by local health departments around the state. With the change, Texas is now reporting an additional 305 cases of COVID-19.

The case counts do not include people who were repatriated from China or a cruise ship on U.S. government flights to JBSA-Lackland in San Antonio.

Why are DSHS’s case counts different from what other sources are reporting?
Other dashboards may be using media reports to gather information about new cases, which may result in some cases being counted more than once.

Governor Greg Abbott has directed the Texas Department of State Health Services (DSHS) to issue guidance allowing restaurants to sell bulk retail products from restaurant supply chain distributors directly to consumers provided that such foods are in their original condition, packaging, or presented as received by the restaurant. Under this guidance, restaurants will be able to sell items like packaged meat, fruit and vegetables, and dry goods directly to the public to prepare and consume at home.

This guidance will allow distributors and restaurants to provide Texans another source of food outside of grocery stores and prepared food from restaurants. These bulk food items would be available for purchase through restaurants offering drive-thru, delivery, pick-up, and curbside service.

“A vital part of our COVID-19 response is to ensure that there are readily available supplies of food and resources, whether that is at grocery stores or, in this case, restaurants,” said Governor Abbott. “This guidance gives Texans another easily accessible option to buy the food they need to support their families. The State of Texas continues to work with distributors, retailers, and restaurants to ensure they have the support they need to continue providing for Texans. I thank Representative Tan Parker, the Texas Restaurant Association, and the Department of State Health Services for their collaboration to take this important step to help Texas families as our state responds to COVID-19.”

“The number of positive cases in Bowie and Cass County has remained at 1 each for a few days now. This is NOT because there are only two cases of COVID-19 (Coronavirus) in our area. However, while there ARE tests being performed, there is overall a lack of testing capabilities and a delay in results in the greater Texarkana region.

We know that the original case in Bowie County was travel-related, but the case in Cass County came from personal contact with Bowie County’s case. This likely means there are more cases in our area, but tests are extremely limited, and not every patient with symptoms can be tested.

We’d also like to remind everyone that because Texarkana is the medical and retail hub for a much larger region, our hospitals will likely treat patients from several counties and states.  We’ve received direction from state and federal health authorities that the patients should be counted in their county or state of origin, but even if the cases did not originate in our region, we are aware of the cases and have assisted in their investigation.

Of the three known local cases that have required hospitalization, two have required ventilator support “put on the vent” during their hospitalization. The demographics reveal the patients are all under sixty years of age and had varying mild if any pre-existing health conditions. This is concerning.

The number of cases are climbing in our region, however not all cases are being tested or resulted. Do not be misled. We’re in the midst of a pandemic. We still need to heed the warnings from local, state and national leaders.  People should not have a false sense of security. This is still very much a public health crisis.

Not every person who is experiencing some of the COVID-19 symptoms is appropriate for testing, and healthcare providers will be overwhelmed if testing is provided when not warranted. We are working with our local hospitals and healthcare providers to maintain their levels of readiness. Local healthcare providers are following CDC and Health Department guidelines along with physician direction when requesting testing. If the person being treated does not meet the guidelines to be tested, they may be sent home to self-quarantine for the suggested time. This is very important to help with minimizing unintended exposure.

Texas Governor Abbott Coronavirus News Conference | March 24

Texas Governor Greg Abbott held a news conference to provide an update on the state’s coronavirus response efforts.

From the FDA Tuesday, March 24th: The U.S. Food and Drug Administration is actively and aggressively monitoring the market for any firms marketing products with fraudulent coronavirus (COVID-19) diagnostic, prevention and treatment claims as part of our ongoing efforts to protect public health during this pandemic. As a result of these activities, the agency is beginning to see unauthorized fraudulent test kits that are being marketed to test for COVID-19 in the home.

We want to alert the American public that, at this time, the FDA has not authorized any test that is available to purchase for testing yourself at home for COVID-19. The FDA sees the public health value in expanding the availability of COVID-19 testing through safe and accurate tests that may include home collection, and we are actively working with test developers in this space.

Fraudulent health claims, tests, and products can pose serious health risks. They may keep some patients from seeking care or delay necessary medical treatment. The FDA reminds consumers to follow the U.S. Centers for Disease Control and Prevention’s guidelines and speak to your medical provider if you have symptoms of COVID-19. Your medical provider will advise you about whether you should get tested and the process for being tested with an appropriate test.

The FDA will take appropriate action to protect consumers from bad actors who take advantage of a crisis to deceive the public by marketing tests that pose risks to patient health. This may include issuing warning letters, seizures or injunctions. We have already identified and issued warning letters to companies found selling and promoting fraudulent items, and we expect additional such actions will be forthcoming. Additionally, we are stepping up enforcement at ports of entry, including International Mail Facilities, to ensure these fraudulent products that originate outside the country do not enter through our borders.

If you are aware of fraudulent test kits for COVID-19, please report them to the FDA. We will continue to aggressively pursue those who place public health at risk and hold bad actors accountable.

From the Governor of Arkansas Tuesday, March 24th:

Arkansas faces a $353 million budget shortfall because of the economic fallout from the coronavirus outbreak, Gov. Asa Hutchinson said Monday.

Hutchinson announced the shortfall as he said the state was delaying its filing and payment deadline for individual income taxes from April 15 to July 15, mirroring a move by the federal government. The governor said most of the state’s projected drop in revenue will come from that move, and officials had already expected $160 million less coming in because of the outbreak’s impact on businesses.

“It is going to be a challenge for the next three months,” Hutchinson said.

Health officials announced the number of coronavirus cases in the state increased from 165 Sunday to 201. The Arkansas Democrat-Gazette reported that the deacon of a Cleburne County church said nearly three dozen people who attended a children’s event at the church tested positive.

The Arkansas Department of Health is monitoring the spread of COVID-19 daily.

As of 1:30 p.m. a.m. March 23, according to the ADH website, there were:

Governor Greg Abbott today sent a letter to President Trump requesting a presidential declaration of a major disaster in Texas based on the continued impact of COVID-19. This action follows on the heels of a series of proactive measures, including declaring a state of disaster for all 254 Texas counties on March 13, 2020.

Filed in accordance with the Stafford Disaster Relief and Emergency Assistance Act, the request is based in part on Governor Abbott’s conclusion that the ongoing COVID-19 incident is of such severity and magnitude that supplementary federal assistance is necessary to save lives, to protect property, public health, and safety, and to lessen or avert the threat of a larger disaster.

“Texas is all-in on our response to COVID-19 and we need Washington’s financial assistance as provided for under the law to support our efforts to limit the spread of this virus,” said Governor Abbott. “COVID-19-related expenses and obligations are already exceeding $50 million and that will only rise as our efforts continue. Additional federal funding is essential for us to maintain our aggressive course of action to protect our state.”

In his letter, the Governor specifically requested Individual Assistance Crisis Counseling and Public Assistance Category B (Emergency Protective Measures) including Direct Federal Assistance for all 254 counties in Texas, noting that, as of March 23rd, Texas has 352 confirmed cases of COVID-19 with eight related deaths.

Governor Abbott’s letter also detailed the state’s efforts to mitigate the impact of COVID-19, including executing the state’s emergency management plan and issuing multiple executive orders, in accordance with guidelines from President Trump and the Centers for Disease Control and Prevention (CDC). These include:

• mandatory avoidance of social gatherings of more than 10 people;
• mandatory avoidance of dine-in eating and drinking at bars or restaurants, and of gyms or massage establishments;
• prohibition on non-critical visits to nursing homes, retirement or long-term care facilities; and
• the temporary closure of in-person school operations.

The Governor has also issued multiple waivers of state law to remove barriers limiting the response to this pandemic and activated the Texas National Guard to be prepared to assist with response efforts for COVID-19. To date, more than 466 Texas jurisdictions have submitted local disaster declarations, a number that is expected to rise.

The requested federal aid would be used to overcome the current shortage of personal protective equipment (PPE), needed medical equipment and testing supplies as well as looming shortages of hospital beds, medical equipment, and a healthy and adequate cadre of medical personnel.

The letter also designated Chief Nim Kidd as the Governor’s Authorized Representative and State Coordinating Officer, tasked with continuing his coordination with FEMA on all matters related to COVID-19.

A rumor has been circulating that there is a positive case of COVID-19 (Coronavirus) at the
Bowie County Jail. This rumor is FALSE.

Local emergency operations managers are seeking out PPE (personal protective equipment). If
there are any businesses or individuals that have PPE to donate, please reach out to the
Emergency Operations Center at (903) 255-5560.

Governor Greg Abbott spoke at a virtual town hall yesterday evening and loosened up restrictions on hospitals to help with this pandemic. His executive orders ordered medical facilities to postpone all procedures and surgeries that are not necessary to increase the capacity of hospital rooms available, and urged hospitals to allow more than one patient per room. He did NOT order a shelter-in-place for Texas, but is leaving decisions about sheltering to each individual county/city.

Arkansas Governor Asa Hutchinson extended the closure of Arkansas schools until April 17th and ordered bars and restaurants to close their dining rooms until further notice.

Locally, officials urge residents to stay home unless it is absolutely necessary to get out. In order to get ahead of the spread of COVID-19 in our community, leaders are urging families to stay at home and avoid travelling about. Please do not get groups of children or neighbors together for back yard parties, sleepovers or social gatherings. This time should not be treated as a vacation. Birthday parties should be rescheduled, and you should limit social interactions to as few immediate family members as possible. If everyone cooperates, this will be a temporary situation.

According to Dr. Matt Young, the Local Health Authority, it is not recommended to seek out testing for the COVID-19 (Coronavirus) unless an individual cannot manage their symptoms at home with over-the-counter medications. “We want to ask everyone to stay at home as much as possible, even if you are well,” Dr. Young said, “Follow the CDC guidelines. Only go outside for necessary travel. Our community has been very responsible, and we are now asking you to increase our responsibility to show others how Texarkana, USA and our Four States area can work together to decrease the spread of this virus.”

Bowie County Judge Bobby Howell asks residents to be creative about how to continue patronizing businesses in safe and responsible ways. This is possible by ordering takeout, calling service providers on the phone, shopping local businesses online, and continuing to support their daily operations. Dr. Matt Young advises individuals who may be feeling ill to treat symptoms with acetaminophen and avoid nonsteroidal anti-inflammatory drugs (NSAIDs), such as ibuprofen. The EOC is collecting data regarding patients who have been tested, and persons under investigation. We are asking local healthcare facilities to call in and notify EOC personnel of each potential case at (903) 255-5562.

Arkansas Act 376 of 1997 prohibits business from price gouging during a state of emergency. The law prohibits businesses from charging more than 10 percent above the pre-disaster price of goods or services.

§17.46(b) of the Texas Deceptive Trade Practices-Consumer Protection Act provides that it is a false, misleading or deceptive act or practice to take advantage of a disaster declared by the Governor under Chapter 418, Government Code, or the President by:  Selling or leasing fuel, food, medicine, lodging, building materials, construction tools, or another necessity at an exorbitant or excessive price;  Demanding an exorbitant or excessive price in connection with the sale or lease of fuel, food, medicine, lodging, building materials, construction tools, or another necessity.

For businesses, the new Stay at Home order has limits on the following:

• All places of public amusement, whether indoors or outdoors, including but not limited to, locations with amusement rides, carnivals, amusement parks, water parks, trampoline parks, aquariums, zoos, museums, arcades, fairs, pool halls, children’s play centers, playgrounds, theme parks, any theaters, concert and music halls, adult entertainment venues, racetracks, and other similar businesses.

• All personal care and grooming businesses, including but not limited to, barber shops, beauty salons, nail salons, spas, massage parlors, tattoo parlors, and other similar businesses.

• All malls, except for stores in a mall that have a direct outdoor entrance and exit that provide essential services and products as provided by the Cybersecurity & Infrastructure Security Agency (CISA) guidelines.

• Businesses closed to the public as listed in the order can conduct necessary activities such as payroll, cleaning services, maintenance or upkeep as necessary.

• Any business not covered by the guidance from the CISA discussed in Section 3 of the order and not ordered to temporarily close must reduce operations to continue with minimum contact with members of the public and essential employees, while requiring proper social distancing, adhering to the 10-person limitation on gathering size.

• Early learning centers and child care facilities adhering to the guidance issued by the Louisiana Department of Education and Office of Public Health may continue to operate.

From Cooper Tire and Rubber Company Saturday, March 21st: Texarkana Plant Closing Due to Coronavirus.

Cooper Tire & Rubber Company (NYSE: CTB) today announced it will temporarily shut down its tire manufacturing facilities in the United States and Mexico to protect the health and safety of employees and respond to market demand that has been impacted by coronavirus.

The process of phasing down production at the plants will begin today and proceed on a rolling schedule over the coming week, with facilities expected to be closed for two to three weeks. Cooper will continue to closely monitor the situation and adjust timelines as necessary.

The company is currently assessing plans for its Europe operations. Cooper’s plants in China, which reopened several weeks ago, and have continued to ramp up production, remain in operation.

Cooper is closely monitoring supply chain and product inventory levels as the company focuses on continuing to serve customers. Cooper believes it currently has sufficient supply of product, and will continue to operate distribution centers until further notice to meet customer needs.

As the coronavirus has continued to spread across the globe, Cooper has put in place measures to protect employees and meet the needs of all stakeholders including travel restrictions, remote working, social distancing, additional cleaning and disinfecting of facilities, limited visitor access and other necessary steps, which all remain in effect.

Tested Cases in Bowie County

A case of Coronavirus has been confirmed in both Cass County Texas and Sevier County Arkansas.

That was the major news from a Joint Operations Media Briefing and Press Conference that was held Friday afternoon at the Ark-Tex Council of Governments Building in Texarkana.

Bowie County Judge Bobby Howell says those two counties join Bowie County in our area that has confirmed cases. That brings the total to three in our area. Of course multiple cases have been confirmed in Caddo Parish in Northwest Louisiana.

The Joint Operations Center has expanded to include Cass County. Judge Becky Wilbanks thanked the local leaders for including her county in this joint operation.

Meanwhile the Small Business Administration has included businesses in certain Arkansas counties can begin applying for assistance under the declaration for the state of Louisiana. The south Arkansas counties include Miller, Lafayette, Columbia and Union.

From Texarkana College Friday March 20th:In response to the COVID-19 pandemic and the recent declarations of emergency announced by national, state and local authorities, Texarkana College Trustees met via a virtual meeting today to adopt a resolution giving the college president authority to make decisions
on behalf of the Trustees outside of normal methods of operations. Board president Kyle Davis said
the Trustees saw the need to act quickly in response to the emergency situation.

“We are aware that during this time of change and uncertainty resulting from the Coronavirus
pandemic, it is paramount that we facilitate the efficient and effective utilization of resources
available to the College to maintain operations in an altered manner,” said Davis. “The resolution
allows for the college president to act for the Board of Trustees during this time of emergency in
various areas, including scheduling of work and payments to employees, alteration to 2019-2020
calendar, ability to seek waivers from various agencies, and ability to procure needed items above the
president’s normal threshold.”

College President Dr. Jason Smith said he is grateful to the Trustees for their swift response to allow
administration to move forward during the next several weeks with decisions that will positively
impact student success and the continuation of college operations.

“The College’s top priority is the safety of our students and employees,” said Smith. “The
administration’s goal is to facilitate the continuance of operations in an altered operational format,
allowing students to remain on track to meet their learning objectives and complete their studies.
Retention of full-time and part-time employees, reduction in turnover, maintaining morale, and
facilitating the future return to normal operations is also a top strategic objective.”
Smith said the College is facing unprecedented and critical decisions every day.

“This is an ever-changing emergency for our nation, state and community and TC will remain nimble
in response to our new way of instruction and conducting business,” said Smith. “As of now, our
decision is to move all instruction to an online format through April 10, 2020. Student support
services including enrollment, financial aid assistance, tutoring, and student support services will also be conducted online through a virtual meeting format. Our information technology staff members have worked tirelessly over the last weeks to prepare an online environment with easy navigation by students, faculty, staff and prospective new students. Enhanced technology training for employees will take place next week and faculty and staff will begin engaging online with students within the next several days. We anticipate the transition to go smoothly although we know questions will arise as we work through all the details. We will have IT help desk team members on stand-by via a phone call or email to assist students with technology accessibility questions. TC’s faculty and staff are very resilient and are prepared to respond to changing needs and circumstances.” Smith said TC formed a special task force with representatives from campus administration, faculty, staff and police to monitor the emerging COVID-19 outbreak.

“We have pulled together resources from across campus who remain in continuous contact with local
and state officials as well as medical advisors who provide us with accurate and timely information
regarding the pandemic,” said Smith. “We will continue to daily assess the needs of our students,
faculty and staff and be ready to respond with appropriate support and actions.”
Smith said the TC switchboard will remain open for incoming calls although the campus will be
closed for in-person meetings.

“Students can contact academic advisors and financial aid specialists during this time of campus
closure,” said Smith. “This is a good time for students to start thinking about enrolling in the summer
or fall terms and completing financial aid applications. During the time the campus is closed, staff

and a contact number for a return call. We will do our very best to remain accessible and responsive

Mount Pleasant, TX, March 19, 2020…Texas officials have issued a statewide public health
disaster declaration, in the latest effort to combat the spread of COVID-19.
Texas Gov. Greg Abbott made the announcement at the Capitol today, flanked by state officials
including Lt. Gov Dan Patrick and House Speaker Dennis Bonnen. The executive order lines the
state up with guidance issued by the Centers for Disease Control and Prevention.
Additionally, Titus County Judge Brian Lee and Mount Pleasant Mayor Tracy Craig, Sr. are today
issuing local state of emergency disaster declarations for the county and the city.
“We are doing this now today so we can get back to business, as usual, more quickly,” Abbott
said. According to Gov. Abbott, it’s the first time a statewide health disaster has been issued
since 1901.

What Does This Mean for the City of Mount Pleasant?
The executive order issued by Abbott related to the declaration prohibits community gatherings
of 10 or more across the state; closes bars, restaurant dining rooms, and gyms; prohibits people
from visiting nursing homes except for critical care; and closes schools across the state until at
least April 3. Restaurants are encouraged to provide take-out and delivery services but must
close all common dining rooms.
All closures and changes listed above will be effective at 10 p.m., Friday, March 20 in Mount
Pleasant as mandated by the declarations. Restaurants are being contacted by the city to be
sure they understand and comply with the new regulations. Please support them with your

Texas Governor Greg Abbot

Texas Governor Gregg Abbott addressed the state on Thursday announcing broader steps to combat the spread of COVID-19, including closing the dining rooms of restaurants, gyms, and schools until at least April of 2020.

Governor Abbott, in his Declaration of Emergency, listed mandates that included:

Prohibiting eating and drinking at restaurants and bars
Closing gyms
Prohibit gathering in groups of more than 10
Temporarily close schools
Ban people from visiting nursing homes except for critical care

These orders will take effect at midnight Friday, March 20.

To-go and take-out will still be allowed by your favorite restaurants if they are able to provide that service.

Department of State Health Services Commissioner Dr. John Hellerstadt, earlier today declared a Public Health Disaster for the State of Texas, an act that has not been done since the year 1901. This gives state and local officials more tools that they will need to battle the spread of COVID-19.

At the time of this release, Bowie County has one confirmed case of COVID-19 (Coronavirus).

Governor Greg Abbott placed restrictions on the state of Texas beginning at 12:00 a.m. tomorrow March 20, 2020. The Executive Orders include closing restaurants/bars for dining-in, but carry-out and drive-thrus are still permitted. He said that all schools and gyms will be temporarily closed, and gatherings of 10 or more are prohibited. All nursing homes will be closed to visitors. These restrictions will stay in place until midnight on April 3, 2020, and apply to Bowie County and all of Texas.

Bowie County Judge Bobby Howell urges residents to continue patronizing businesses in safe and responsible ways. This is possible by ordering takeout, calling service providers on the phone, shopping local businesses online, and continuing to support their daily operations.

Dr. Matt Young advises individuals who may be feeling ill to treat symptoms with acetaminophen, and avoid nonsteroidal anti-inflammatory drugs (NSAIDs), such as ibuprofen.

In order to get ahead of the spread of COVID-19 in our community, leaders are urging families to stay at home and avoid non-essential travel. Please don’t get groups of children and neighbors together for sleepovers and back yard parties. Birthday parties should be rescheduled and you should limit social interactions to immediate family members. If everyone cooperates, this will be a temporary situation.

The EOC is collecting data regarding patients who have been tested, and persons under investigation. We are asking local healthcare facilities to call in and notify EOC personnel of each potential case at (903) 255-5562.

According to Dr. Matt Young, the Local Health Authority, it is not recommended to seek out testing for the COVID-19 (Coronavirus) unless an individual cannot manage their symptoms at home with over-the-counter medications.

“We want to ask everyone to stay at home as much as possible, even if you are well,” Dr. Young said, “Follow the CDC guidelines. Only go outside for necessary travel. Our community has been very responsible, and we are now asking you to increase our responsibility to show others how Texarkana, USA and our Four States area can work together to decrease the spread of this virus.”

As a reminder, there have been no official restrictions or mandates to businesses or residents in our region. Residents are asked to make their own decisions, adhere to CDC guidelines about social distancing, limiting group gatherings, and washing hands frequently and thoroughly. At the moment, there are two components to qualify for an SBA loan. First, counties in Texas must meet an economic impact threshold for businesses within those counties to become eligible for loans. Once a county is certified by SBA, then businesses within that county can become eligible for the loans. I’ve outlined the two steps Texas businesses in need should take below.
1. Register with the Texas Division of Emergency Management (TDEM): The SBA has designated COVID-19 as a qualifying event for Economic Injury Disaster Loans (EIDL) for businesses and private non-profits in affected communities. Before a business can become eligible to receive funds, the county in which it resides must first meet an economic impact threshold. The Governor’s Office and TDEM are currently working with SBA to qualify counties for this declaration, and we expect it will happen soon. To help that process, Texans should register with TDEM here.
2. Apply for an SBA loan: Once Texas counties are certified by the SBA (stemming from step #1 above), qualified businesses that have applied will be eligible to start receiving funds. AUSTIN – Today, Texas Gov. Greg Abbott instructed the Texas Workforce Commission (TWC) to waive the waiting week, for Unemployment Benefits. In addition to waiving the waiting week, TWC is exercising its authority under the Governor’s declaration of a Statewide Disaster to waive Unemployment Insurance work search requirements effective immediately. These measures support the State’s efforts to address the impact the COVID-19 virus is having on the state’s economy and its workforce.

The waiting week is the first payable week of an individual’s claim for Unemployment Benefits. Under normal circumstances, TWC cannot pay for the first week of a claim until an individual receives 2 times their weekly benefit amount and returns to full-time work or has exhausted their benefits. However, by waiving the waiting week, Gov. Abbott has provided the opportunity for TWC to provide relief to Texans who need it.

Previously to be eligible for unemployment benefits, applicants were required to register for work search on WorkinTexas.com and meet minimum number of work search activities per week. TWC is temporarily waiving these requirements to ensure all Texans can have access to resources when in need.

Those seeking to apply for Unemployment Benefits will need to submit an application. In order to apply you will need:

· Last employer’s business name and address

· First and last dates (month, day and year) you worked for your last employer

· Number of hours worked and pay rate if you worked this week (including Sunday)

· Information related to your normal wage

· Alien Registration Number (if not a U.S. citizen or national)

Once you have an unemployment benefits claim, you can sign up for Electronic Correspondence for online access to your unemployment benefits correspondence. Electronic Correspondence allows you to receive most, but not all, of your unemployment notices and forms electronically in a secure, online mailbox. You are responsible for regularly checking your online inbox, regardless of whether you receive an email notifying you of new mail. All Electronic Correspondence documents are also available as accessible versions for visually impaired customers.

At the time of this release, Bowie County has one confirmed case of COVID-19 (Coronavirus).

The EOC is collecting data regarding patients who have been tested, and persons under investigation. We are asking local healthcare facilities to call in and notify EOC personnel of each potential case at (903) 255-5562.

According to Dr. Matt Young, the Local Health Authority, it is not recommended to seek out testing for the COVID-19 (Coronavirus) unless an individual cannot manage their symptoms at home with over-the-counter medications. If residents are feeling sick, they should not go outside their homes.

As a reminder, there have been no official restrictions or mandates to businesses or residents in our region.  Residents are asked to make their own decisions, adhere to CDC guidelines about social distancing, limiting group gatherings, and washing hands frequently and thoroughly. It is imperative that residents stay at home and practice social distancing (6 feet between all persons at all times). Children should be home from 7 pm to 7 am every day. School children should be at home during the day as well, to honor the spirit and purpose of school closures and activity cancellations.

Please help us spread the word that there have been telephone scammers preying on the elderly during this pandemic. As a reminder, do not give your personal information out over the phone for any reason.

Arkansas Act 376 of 1997 prohibits a business from price gouging during a state of emergency. The law prohibits businesses from charging more than 10 percent above the pre-disaster price of goods or services.

Miller County wishes to notify the public on what we, as a community are doing to address the current COVID-19 situation. This event has been designated as a pandemic by the Center for Disease Control (CDC). Arkansas Governor Asa Hutchinson declared a Statewide Emergency as President Trump declared a National Emergency which will open access to State and Federal assistance if needed.

Currently, in Arkansas, there are 20 presumed positive cases with 327 being monitored as an identified risk. 103 people have negative test results. The Arkansas Dept. of Health will not disclose the locations of infected or monitored cases other than County only.

Miller County Office of Emergency Management, under direction of Miller County Judge Cathy Harrison is working diligently with city and county officials in Texarkana, Miller and Bowie Counties as well as Bossier and Caddo Parish Emergency Management officials on outbreak response. Miller County OEM is in daily contact with the Arkansas Health Department and Arkansas Division of Emergency Management and is receiving updated information which will be provided to the public. Under direction of Judge Harrison, Miller County has implemented the County Emergency Operations Plan detailing the Health and Medical Plan and is currently seeking direction from the Miller County Health Unit for infectious control protocol.

On Tuesday, March 17th at 2:00p, Miller County Office of Emergency Management will host a meeting for city and county officials, 1st responders (Law Enforcement, Fire, EMS), education professionals, health professionals and other members of our Local Emergency Planning Committee (LEPC) to discuss alternatives and response at the Texarkana Arkansas Police training room located at the Bi-State Justice Center, 100 N. State Line Ave. Media is invited to attend. This is a meeting of department heads only as we will address the public at a later date.

Miller County wants the public to rely on reputable media sources and pay attention to City and County officials on direction and guidance. That guidance is disseminated from state and federal sources. Citizens in Miller and Bowie County need to remain calm, avoid impulse buying or a shopping frenzy, keep their hands and face clean by washing with soap and warm water, use hand sanitizer and cleaning wipes capable of destroying contaminates capable of hosting a corona or flu virus. Texas Governor Greg Abbott today announced that he has waived the State of Texas Assessments of Academic Readiness (STAAR) testing requirements for the 2019-2020 school year. Additionally, Governor Abbott is requesting that the Department of Education (DOE) waive federal testing requirements for the 2019-2020 school year.

Governor Abbott is working closely with the Texas Education Agency (TEA) to ensure that schools continue to deliver instruction to students while students are absent or while schools are closed due to COVID-19. This includes tailoring instruction for students with special needs so that they have access to the same education as other students in the district. Governor Abbott will continue to work with the TEA on developing additional methods to ensure that students are learning and ready to succeed at the next grade-level. These discussions are ongoing and more information will be provided as it develops.

“Your health and safety are top priorities, and the state of Texas will give school districts flexibility to protect and ensure the health of students, faculty, and their families,” said Governor Abbott. “We will empower schools to make the best decisions to protect their communities from COVID-19.”

Texarkana Water Utilities will suspend water shutoffs for the next month (until approximately April 15, 2020) to help our customers during this time. We will also be closing the lobby Wednesday, March 18, 2020 to walk in customers. This is for the protection of the Customer Service staff. We will keep our drive thru window open during this time and we have a drop box in the alley behind the office. We will also issue a press release on the various payment options available online and by telephone. We may develop some other protocols as situations arise.

Arkansas Governor Asa Hutchinson has ordered all public schools shutdown for the next two weeks. The Governor gave the school districts the option of closing on Monday or as of Tuesday.

Higher education institutions are going to online instructions instead of in class. they include Texas A&M-Texarkana, Texarkana College, and the University of Arkansas-Hope/Texarkana.

From the Liberty-Eylau Independent School District, At this time all optional after school activities including after school tutorials, parent nights and meetings will be canceled for at least the next 2 weeks through March 30. We will reassess these activities at that time. We will still adhere to the recommendations of our local, state and national authorities regarding regular school activities.

From the Pleasant Grove Independent School District, We have experienced an unusual week and I am thankful for how supportive the Pleasant Grove ISD community has been during this time. Thank you for your patience as we diligently work through several difficult decisions that impact our students, staff and
community. Student and staff health and safety remains our top priority.

In light of COVID-19, Bowie County school district leaders met Friday, March 13 to collaborate and assess the current health risk related to COVID-19 for our broader communities. In addition, the Pleasant Grove ISD leadership team gathered on Sunday, March 15 at 2:00 p.m. to discuss long term planning for our school district in regards to COVID-19.

We are limiting and postponing “non-essential” gatherings as advised by the Center for Disease Control (CDC) and the health departments. In addition, the Bowie County Transportation Department has done a thorough cleaning of the busses in our district, and we continue to implement our influenza cleaning protocol district-wide.

The Texas Department of State Health Services and Bowie County Health Department will remain our primary resources for making decisions regarding COVID-19. After referencing the guidance set forth by the Center for Disease Control, speaking to the Bowie County Health Department today and considering there are no confirmed cases of COVID-19 in Bowie County, at this time, we believe it is in the best interest of our students and staff to continue with our normal school schedule.

Student Attendance:
If you feel that it is in your child’s best health interest to stay at home, please send documentation indicating the absence is in regards to COVID-19. Student attendance is at the parent’s discretion. The district will not allow the absence to negatively impact student attendance records or exemptions. I also ask parents to contact your campus to set up an academic plan if your child is absent.

What You Can Do To Help
Families and community members can help by following easy steps that help prevent the spread of ALL contagious viruses, including COVID-19. These include: x Wash hands frequently with soap and water for at least 20 seconds.

x Avoid touching eyes, nose, and mouth.
x Avoid close contact with people who are sick.
x Stay home when sick.
x Cover mouth and nose with a tissue when coughing or sneezing.

Water Main-Break Update
Pleasant Grove ISD has made plans to address the effects of today’s water main break. Water fountains will not be operational until the boil order is lifted. Students are encouraged to bring water from home. Additional water bottles will be on hand at campuses for students as needed. Normal breakfast and lunch services will not be affected due to the water main break.

As a result of the COVID-19 pandemic and the uncertainty surrounding it, AMMP Motorsports has made the difficult decision to postpone the upcoming Texarkana Event. The event, scheduled for April 4, 2020 at The Four States arena was to mark the start of the 2020 Season for AMMP Motorsports and Monster Mash. AMMP executives are currently working with management at The Four States Arena to address many items including the rescheduling of the event. Future updates can be found on our social media pages.

Texarkana, Texas— Judge Bobby Howell hosted a press conference today, March 13, 2020 to provide an update on the COVID 19 (Coronavirus) situation.

“Today Governor Greg Abbott declared a State of Disaster in Texas, giving local communities access to federal emergency funding,” Howell said.

“In accordance with our emergency plan, The City of Texarkana, Texas and Bowie County will open an emergency operations center on Monday, March 16th, from 8am-5pm to coordinate our response to the COVID-19 situation,” Howell said. “The EOC will remain partially activated until the situation warrants additional measures.”

Local officials continue to monitor the situation and work together to ensure the health and safety of our residents. More information will provided next week after the EOC is activated for the community.
